According to Gianfranco Pasquino, political scientist, the third comma of article 10 of the Italian Constitutions makes it clear that Italian authorities are under a moral and constitutional obligation to welcome African refugees, that refugees seeking asylum in Italy cannot be expelled (art.10, comma 4), and that welcoming refugees is economically more efficient than trying to prevent refugees from reaching the Italian coast.
